Letitia Pepper is an attorney who was sanctioned in 2013 by the California State Bar Association [11-0-19391-RAP] for failure to obey a court order. She originally worked for the law firm that is best known for getting the California Supreme Court to allow local bans on medical marijuana dispensaries. She has disrupted numerous events and been arrested for her provocations on several occasions. People have been circulating her false claims about Prop. 64, just as she posted many false claims about Prop. 19 in 2010 and she sent copies of a fake evaluation of the initiative to dispensaries around California, some of which have unsuspectingly bought into her hoax. Below are cannabis expert witness Chris Conrad’s responses to two of her materials, so you can see how she manipulates people with fear tactics and emotional buttons while defrauding them with false statements about the state of California’s laws and the initiative itself. Many of the major fallacies about Prop. 64 can be traced directly to her disinformation efforts.

Pepper is a troll who goes onto various marijuana reform blogs and posts attacks against the major organizations and activists who have advanced legalization over the past decades. Her arguments often entail her own unique interpretation of statutory law, case law and even common english language words. She primarily relies on inserting inflammatory language that “pushes buttons” and evokes an irrational emotional response. She never criticizes the federal government’s drug war or police raids and supports keeping all the current felony penalties intact. She protests at legalization events, often interrupting them by making weird noises and faces while presenters are talking. She provoked an incident at the 2016 California Democratic Convention and had to be escorted from a private event when she refused to leave.
